I would have to agree also that if you are positive you will be building on your land in the near future then by all means pull the permits sooner than later. Once the permit is in hand you can stall and extend till crack of doom, and as was said you will almost always be "Grandfathered in" even if there are drastic rule changes. As an owner builder you can always claim family issues or a boatload of others reasons that a contractor/buikder could never get away with. Hell sometimes you`ve even developed a relationship with the building dept/inspector long before you break ground.
