Our incredibly lib legislature here in WA passed a comprehensive water act about 4 years ago that gives the state control over all navigable waters and the tribs that feed them. Not ownership, mind you, but control. So, now, if you have livestock , you are supposed to fence off your pond and creek and put in a tank for them. So far, enforcement has been limited (funds), but the tree-huggers still got their way! My dogs make a formidable inspection barrier!!!!!!
